This document intends to provide the knowledge acquired by the cluster projects in their effort to promote the cooperation between the EECA Region and the EU by

  • the exploration of new opportunities for ICT R&D collaboration among researchers from the EU and the EECA countries and
  • the diffusion of information about research activities under FP7-ICT

The present document is a report on collaboration potential in the field of ICT R&D between European Union and targeted countries of ISTOK-SOYUZ project, the targeted countries of SCUBE-ICT and EXTEND projects, and collaboration potential in Central Asia Countries.

The first revision of the document was published in 2010, summarizing the results obtained by the ISTOK-SOYUZ project - inno AG (Germany), RTTN (Russia), ISPRAS (Russia), RCTT (Belarus), TBI (Ukraine), YSU (Armenia) and NIF (Kazakhstan) - during Express diagnostics undertaken in each of the EECA country covered by the ISTOK-SOYUZ project.

The document was updated by ISTOK-SOYUZ members on the basis of studies followed, including analysis of profiles of members of the EECA ICT Community registered on the EU-EECA competence platform, interviews organised in several countries, and feedback from the events, organized by the ISTOK-SOYUZ project or where ISTOK-SOYUZ participated, contributions from EU-EECA Cluster project partners.

The document represents a summary of the EECA Cluster's sustainability strategy and exploitation plan of the EECA ICT Cluster results, assets and tools.

The report (April 2011) outlines the outcomes of the policy-related activities performed under the EU-EECA ICT Cluster within the period 2009-2010 in Belarus and Ukraine. More specifically, it briefly presents the methodology, the identified key barriers hindering EU-Belarus and EU-Ukraine cooperation in ICT research and provides a set of actions and outcomes concluded by a series of consultation and policy / validation workshops with key ICT stakeholders in Belarus and Ukraine (2010). The recommended actions outlined are those that show a high potential to address existing barriers as well as facilitate the exploitation of current and future collaboration opportunities in ICT research areas of common interest between EU and Belarus and Ukraine.

The document constitutes a valuable source of information for those actors from EU, Belarus and Ukraine involved in the shaping of ICT research policies and programmes and/or have an interest in the support of the development of joint ICT research cooperation activities between the involved regions.

The report aims to highlight the collaboration potential between Ukrainian and EU ICT research and industrial actors. It summarizes the current status and trends of Ukrainian ICT sector, describes the regional policies/priorities and identifies the strengths of ICT sector of Ukraine both in RTD and in business level by focusing on the advantages for outsourcing in Ukraine.
The report aims to highlight the collaboration potential between Belarusian and EU ICT research and industrial actors. It summarizes the current status and trends of Belarusian ICT sector, describes the regional policies/priorities and identifies the strengths of ICT sector of Belarus both in RTD and in business level by focusing on the advantages for outsourcing in Belarus.

To this extend, it provides an overview of EU ICT sector and the EU ICT policies and programmes/initiatives that facilitate the cooperation between EU ICT R&D actors and their Belarusian/Ukrainian counterparts. Finally, the benefits and possible risks regarding the participation of Belarus/Ukraine in EU funded projects/programmes are highlighted.
