This document integrates the work done by the Cluster Projects (SCUBE-ICT, ISTOK SOYUZ and EXTEND) on the ICT R&D priorities of the addressed Eastern Europe and Central Asia countries for the period 2011-2015. The analysis per country revealed some R&D priorities are common in more and in fact have a ‘regional' character.

The document reviews the Belarusian ICT policies and priorities and identify the socio-economic factors influencing the ICT sector in the country. The strengths and weaknesses of the ICT sector at both research and business levels are identified, while existing collaboration cases between Belarusian and EU-based organisations (either private organisations or public research institutions) in several ICT fields are briefly outlined. Furthermore, the outlines the critical points for attention and the concrete steps towards tangible results in improving cooperation between EU and Belarus.
