Institute for Informatics and Automation Problems (IIAP) of the National Academy of Sciences of Armenia (NAS RA) was established in 1957. It has a number of divisions and spin off companies with a total number of employees about 180. For many decades the Institute is the recognized center of research and development in Theoretical Computer Science and Information Technologies in Armenia. Besides, the Institute is engaged in training of high-level IT specialists. A regular important event of scientific life of Armenia is the biannual ―”Computer Science and Information Technologies” Conference organized by IIAP.

 

The Department of Discrete Modeling, Analysis and Recognition (Discrete Analysis, DM-LAB) is the part of IIAP for Discrete Mathematics, well known by the theoretical results achieved in Discrete Isoperimetry and Discrete Tomography. Applied results include the chip design, OCR systems, the critical (seismic, laser based) systems monitoring, man machine interaction and security means. DM-LAB and its counterpart Information Society Technologies Center (IST-C) is an active part of international R&D collaboration, and acts as the FP7 ICT and INCO NCP Armenia.

The Regional Innovative Technologies Academy (R.I.T.A.) was established in 2003. R.I.T.A. is a networking academy in Azerbaijan that trains specialists in online network governance and develops systems administrators with a view to promoting the introduction of information networking technologies according to the growing local needs in Newly Independent States (NIS) for advanced network governance and systems management. R.I.T.A. carries out IT trainings both in Baku and in regions of Azerbaijan. R.I.T.A. has experienced staff which has been taking part in implementation of a number of international UNESCO/UNDP projects and 6 ICT projects under EC Framework Programmes since 2003. R.I.T.A has created a database, containing information about most of IT Scientific Institutions and specialists, has good contacts with most regions of Azerbaijan and this gives the opportunity to broaden its activity on the dissemination of information about Framework Programmes/ ICT programme. The Academy renders consulting services and supports participation of ICT organizations and institutions in EC projects. R.I.T.A. has an experience in organization of international conferences and meetings in Azerbaijan and abroad. Currently R.I.T.A. is a member of EXTEND (Extending ICT research cooperation between the European Union, Eastern Europe and the Southern Caucasus) project consortium.

BelISA is working under the State Committee for Science &Technologies of the Republic of Belarus (SCS&T) (ranked as a Ministry for S&T). The mission of BelISA is the support of System Analysis and S&T Sphere and the provision with S&T information, which are necessary to the scientific community of the country for the implementation of the state S&T and Innovation policy and the development of Belarusian scientists‘ activities. BelISA is one of the main organizers of international S&T cooperation in the country. Since 2003 BelISA hosts Belarus National Information Point on FP6/7 and INTAS, carrying out NCP‘s functions. It became a member of 6 FP6 projects, and 6 FP7 Calls. NIP Belarus has close cooperation with most of research and educational organizations in Belarus, in almost all existing research areas. From the start of FP7 there were nominated 11 FP7 NCPs in Belarus, 5 of them are located in BelISA, including the ICT NCP and National NCPs coordinator, as well as, INCO and Mobility NCPs.

The Georgian Research and Educational Networking Association – GRENA was founded in 1999 with the purpose of joining efforts of organizations working in information and communication technologies. The founders of GRENA are Georgian National Academy of Science, five major state universities and Open Society Georgia Foundation (OSGF). GRENA provides information technology services using its own infrastructure and different technologies (fiber-optic, DSL and wireless connection) to approximately 110 research and education institutions in Georgia. In 2010 GRENA (with the support of EC and Cisco Systems) established the first IPv6 laboratory in South Caucasus. The first GRID (distributed computing) facility in Georgia was established at GRENA. Installation of the site and its connection to the Pan-European network GEANT was accomplished in 2009. Advanced Research WRF (ARW) modelling system for the weather research and forecasting is currently running on the site, among other applications. Computer Emergency Response Team (CERT-GE) was established in 2007 at GRENA according to the NATO Networking Infrastructure Project and mostly supports organizations, which are connected to the GRENA network. CERT-GE team provides the following services: customer traffic monitoring, incident handling, incident response support, information dissemination and hotline.

National Agency for Technological Development JSC is a public institute of development which supports innovation activity in Kazakhstan. Founded in 2003, the Agency became a part of a national holding JSC ―Sustainable Development Fund «Kazyna» in May 2006. National Agency for Technological Development JSC was created to finance innovative projects. Fund initiatives and develop venture funds, technoparks and business incubators in Kazakhstan, as well as transfers for advanced foreign technologies. At the present time under the Agency‘s supervision, six innovative projects and twenty-four experimental design works are being successfully implemented; five Kazakhstani venture funds have been created. The Agency collaborates with five leading foreign venture funds represented by countries of Europe, USA, Israel, and South-East Asia. Four actively functioning regional technoparks, special economical zone Alatau IT City, and launch of the first Kazakhstan satellite ― «KazSat» were initiated with the participation of the Agency. Agency was successfully certified for quality management system, in compliance with the requirements of the international standard ISO 9001. Representative offices of the Agency are located in Astana, Germany, and Israel.

The Center for International Projects (CIP) is an auxiliary public institution of the Academy of Sciences of Moldova (ASM), which promotes and manages bilateral programs in science and innovation launched within Cooperation Agreements between ASM and various international organizations and foundations. Since its inception, CIP has managed around 90 bilateral projects under Cooperation Agreements with the following organizations:

  • Russian Fund for Basic Research,
  • Russian Fund for Humanitarian Research,
  • Byelorussian Republican Fund for Basic Research,
  • Ministry of Education and Science of Ukraine,
  • Federal Ministry of Education and Research of Germany,
  • National Authority for Scientific Research of Romania,
  • National Council for Research of Italy.

CIP provides managerial, technical, financial and legal assistance to members of Moldovan scientific community, including consulting activities, seminars, trainings and other activities in the framework of international and bilateral projects.

 

Additionally, CIP serves as host organization of the FP7 National Contact Points Network, coordinating its activities as a whole structure.

The national association of research and educational е-Infrastructures «e-ARENA» was established in September 2009 as a legal body for coordinating efforts of different organizations within the Russian Federation in creating and developing the e-infrastructures, including networking and grids, to serve science and higher education. It has been outlined as one of the basic requirements that the e-Arena Association is to be Russian NREN and NGI legal body representing consortia of organizations operating on networking, grids and other e-infrastructures.

The e-Arena Association is recognized by the Ministry of Communications and Ministry of Education and Science as a legal body for coordination of the e-infrastructure efforts at national and international level. The Association e-Arena was established by three major networking providers for science and higher education in Russia: RIPN (http://www.ripn.net:8080/en/index.html, the RBNet networking), SIIT&T Informika (http://www.informika.ru/, the RUNNet networking) and JSCC (http://www.jscc.ru/rasnet.shtml, RASNet networking). Joint network NREN infrastructure includes more than 500 universities and research institutions in 56 regions of Russia.

Joint network infrastructure unifies Russian organisations involved in GRID and supercomputing researches, provides information and telecommunication environment for the institutions conducting research in different scientific ereas such as nuclear and high energy physics, astronomy, ecology, nanotechnolgies, telemedicine and others. A number of projects in distance learning, information resources and Internet-portals for different levels of education, videoconferencing and video streaming systems are supported by the NREN. e-ARENA is the ICT FP7 NCP in Russia.

Tajikistan NIP for EU Framework Programmes was established in 2004. Tajikistan‘s NIP is a non-governmental, public-body institution called Society for Development of Scientific Cooperation (SODESCO) and consists of three employees. Tajikistan NIP is very important for successful development of the Republic of Tajikistan, its science and education as the Seventh European Community Framework Programme for research, technological development and demonstration 2007-2013.

 

Tajikistan NIP was established because-of experiencing a lack of even basic information about the aims, principles and opportunities of ERA and the European Community‘s Framework Programme.

 

The aim of Tajikistan NIP establishment was that it should primarily put a strong emphasis on general awareness raising, information dissemination, and sign-posting, before moving on to more targeted training and advice for the different scientific communities.

 

Tajikistan NIP aims at the best possible geographical, institutional and thematic coverage and addresses all relevant actors of scientific communities, including Academy, and university –based research organizations, industrial research facilities, SMEs, as well as S&T policy makers.

 

Tajikistan NIP involves other information multipliers and information initiatives in their activities.

Participants of Ukrainian delegation of the 1st Innovation Forum in Bialystok, Poland "Days of Science and Technologies Poland-East" organized an initiative group on creation of Nongovernmental organization «Agency of European innovations» in 2008. Idea of NGO «Agency of European innovations» creation was supported by participants of different events that were conducted in 2009-2010 within FP7-ICT SCUBE-ICT project fulfillment. Such organizational form allows for the unification of efforts of key organizations and experts for conducting an effective dialog on implementation of European activity standards in Ukraine within different areas of society life.

 

One of the main aims of the Agency of European innovations is to increase cooperation between Ukraine and EU in ICT R&D area within FP7 and other programmes. Agency of European innovations closely cooperated with Lviv Centre for Scientific- Technical and Economic Information (LvCSTEI) in 2009-2010 within FP7-ICT SCUBE-ICT project fulfillment by a Centre. Leading experts from Ukraine that gave an experience in 6FP and 7FP projects fulfillment are members of the Agency of European innovations. Agency of European innovations is a member of Community Board under the State Agency of Science, Innovations and Information of Ukraine. This state body corresponds for ICT policy in Ukraine. Participation of the Agency of European innovations in a Community Board is an influencing instrument for state ICT policy development.
