The document provides first recommendations (underlining also the barriers) on the cooperation priorities in the field of ICT R&D between the EU and 5 targeted countries(Russia, Belarus, Ukraine, Armenia and kazakhstan), and cooperation potential in Central Asia countries (Tajikistan, Turkmenistan, Kyrgyzstan and Uzbekistan).

The report aims to highlight the collaboration potential between Ukrainian and EU ICT research and industrial actors. It summarizes the current status and trends of Ukrainian ICT sector, describes the regional policies/priorities and identifies the strengths of ICT sector of Ukraine both in RTD and in business level by focusing on the advantages for outsourcing in Ukraine.

To this extend, it provides an overview of EU ICT sector and the EU ICT policies and programmes/initiatives that facilitate the cooperation between EU ICT R&D actors and their Belarusian/Ukrainian counterparts. Finally, the benefits and possible risks regarding the participation of Belarus/Ukraine in EU funded projects/programmes are highlighted.
